Hilloween is an annual free street party outside of Eastern Market (photos) (7th Street SE from North Carolina Avenue to Pennsylvania Avenue SE). This year it featured a hay ride, face painting, crafts, a photo booth, music, and lot more.
For the second year, CHRS hosted a children’s activity table with temporary tattoos and beads to string.
